Wind power invests in red warning

Recently, the National Energy Administration released 2018 annual wind power investment monitoring and early warning results. The 2018 annual wind power development investment warning information is as follows: Gansu, Xinjiang (including Bingtuan), and Jilin are the red alert areas. Inner Mongolia and Heilongjiang are the early-warning regions for oranges, and Zhuozhou City, Ganzhou City and Datong City in northern Shanxi, Yulin City in northern Shaanxi, Zhangjiakou City and Chengde City in Hebei Province are following the orange warning management. Other provinces (regions, cities) and regions are green warning areas.

According to the regulations, the area of red warning will suspend wind power development and construction, and concentrate on taking effective measures to solve the problem of the absorption of existing wind power; orange warning area in addition to the demonstration projects and marketization organized by the wind power projects and national energy bureaus that are in line with the plan and included in the annual implementation plan. Outside the bidding project, no new annual construction scale will be added; areas with early warning results that are green will organize wind power project construction in accordance with relevant requirements.

Thirty-two percent of respondents believe that optimizing the layout of wind power development is an effective way to consume wind power. It is believed that 24% of the respondents need to accelerate the construction of power grids and expand the discharge and consume new areas. Another 20% of respondents think that the power grid should be strengthened. Peak-shaving capability can help resolve wind power problems.

According to the data released by the National Energy Administration, in 2017, China's newly installed grid-connected wind power installed capacity was 15.03 million kilowatts, and cumulative grid-connected installed capacity reached 164 million kilowatts, accounting for 9.2% of the total installed power generation capacity. The annual output of wind power is 305.7 billion kwh, accounting for 4.8% of the total generation, which is 0.7 percentage points higher than 2016.
Taking Jilin Province as an example, the “Annual and Third Quarter 2017 Wind Power Grid Operation Situations” issued by the National Energy Administration earlier showed that in the first three quarters of 2017, the amount of wind curtailment and the rate of wind curtailment in Jilin dropped significantly compared to the same period of 2016.

With the exception of Jilin, in the first three quarters of 2017, wind power generation in Gansu reached about 13.6 billion kwh, and the rate of wind curtailment was reduced by about 13 percentage points year-on-year. At present, new energy development is progressing from a resource-intensive area to a load-intensive area. About half of the new wind power installations in the first three quarters of 2017 are located in the eastern and southern regions.

At the same time, Hainan Power Grid actively promotes the clean energy consumption, rationally optimizes the power generation plan arrangement for various power sources such as water, coal, nuclear, and wind, deepens the system's potential for peak shaving, and maximizes clean energy consumption. In 2017, Hainan Power Grid's abandonment of wind power decreased by 6.81 million kWh from the same period of 2016.

According to the data released by the National Energy Administration, in 2017, the total wind power generated from wind-generated electricity was reduced by 7.8 billion kWh year-on-year, and the rate of wind curtailment was 12%, a year-on-year decrease of 5.2 percentage points.

Driven by the low-carbon development strategy, China's renewable energy will face numerous opportunities and challenges in the future, and wind power will release more potential as an irreplaceable part of energy transformation.
