On October 9, the National Development and Reform Commission, the Finance Bureau, and the National Energy Administration issued a "Notice on the Description of Matters Related to Photovoltaic Power Generation in 2018". The Notice clearly states:

Even industry veterans predict that by 2019, household PV indicators will account for at least 5GW, and there will be 2.5GW of indicators for new households using PV, about 500,000.

This also indicates that household PV is once again highly valued by relevant departments, and household PV operators who have undergone numerous tests have really turned over.

A number of favorable policies are intensively released

Household PV is one of the key development areas of the country and has recently released a number of positive signals.

From the national level, on October 8, the price department of the National Development and Reform Commission organized 12 PV companies to hold a price policy discussion meeting, and conducted a "finding" on six hot issues such as PV-related price policy, household PV and 2019 indicators.

The industry's suggestion is to separate the industrial and commercial distributed and household distributed subsidy tariffs, and separately introduce subsidy policies and management scales. This also indicates that the transformation of household PV is a popular goal.

Then on October 9, the National Development and Reform Commission, the Finance Bureau, and the National Energy Administration issued a "Notice on the Explanation of Matters Related to Photovoltaic Power Generation in 2018".

The "Notice" clearly stipulates that the household photovoltaic projects that are filed before May 31 and before June 30 will be included in the scope of distributed photovoltaic scale management supported by state subsidies, and receive a financial subsidy of 0.37 yuan / kWh. This also indicates that the long-awaited buffer policy in the industry has finally come to an end.

In addition, local policies for a number of favorable households using photovoltaics are also in the near future.

On September 14, the Zhejiang Development and Reform Commission and other six departments issued the "Notice on the Relevant Matters Concerning the Support of Photovoltaic Power Generation in Zhejiang Province in 2018". The distributed photovoltaic projects in the 2018 power generation capacity "spontaneous use and surplus electricity access" mode are in accordance with 0.32. Yuan/subsidy, the full online mode is subsidized at 0.7 yuan/kWh.

In addition, Jiangsu Province has also recently issued the “Letter on Soliciting Opinions on the Policy of Photovoltaic Power Generation Subsidy in Our Province”. The document stipulates that the subsidy standard for household use is 0.32 yuan per kWh, and the average distributed photovoltaic is 0.1 yuan per kWh. The subsidy will be given two years after the production.

Household PV is expected to usher in "turning over" next year

With the improvement of policies, many people in the industry have also boosted confidence in the development of household PV in the future.

Many industry insiders believe that the past policy orientation and recent national and local policy trends indicate that after a long period of low-level consolidation, the household PV market is expected to usher in a major “rewind” in 2019.

In 2019, the entire distributed indicator will continue to be 10GW, and household indicators will account for at least 5GW for new residential PV that has been installed in 2018 and 2019 for the whole year.

Assume that after meeting the installed household PV installation in 2018, half of the 2.5GW indicator for 2019 will be used for new households. The installed capacity of 5kw per household is 500,000.
