    In order to conscientiously implement the requirements of the Central Economic Work Conference and the deployment of government work reports, deepen the supply-side structural reforms, and promote the reform of the power system, according to the "Opinions of the CPC Central Committee and the State Council on Further Deepening the Reform of the Power System" (Zhong Fa [2015] No. 9) The spirit and the "Notice of the National Development and Reform Commission of the National Energy Administration on Printing and Distributing the Supporting Documents for the Reform of the Electric Power System" (Development and Reform Commission [2015] No. 2752) and other relevant documents, and now notify the relevant matters concerning the management of priority power generation and priority power purchase plan management. as follows.
 
    First, fully understand the importance of establishing and prioritizing power generation and preferential power purchase systems
    (1) Priority power generation and preferential power purchase system are important measures to implement the spirit of power system reform and improve the government's public welfare regulatory services. Priority power generation is an effective way to ensure the safe acquisition of clean energy such as wind power and solar power, and to ensure that clean energy such as nuclear power and large-scale hydropower are fully and safely operated according to the base, and to promote stable operation of regulated power supplies such as peak-modulation and frequency modulation. The priority purchase of electricity is a necessary measure to provide security services for key consumers such as residents, agriculture, important public utilities and public welfare services, and to ensure the safety and reliability of people's livelihood. Priority power generation and preferential power purchase make the market play a decisive role in the allocation of power resources. It is of great significance to better promote the combination of effective markets and governments, and to ensure clean, low-carbon, safe and efficient operation of power systems.
    (2) Local government departments and power companies must adhere to the spirit of Xi Jinping's new era of socialism with Chinese characteristics, fully implement the spirit of the 19th and 19th Central Committees of the Party, and further promote the reform of the power system. We will carry out the experience of priority power generation and priority power purchase, strengthen implementation measures, standardize work procedures, strengthen priority power generation, prioritize power purchase plan management, and accelerate the construction of a new power operation management mode that is compatible with market-oriented reforms.     (3) Establishing and improving the priority power generation and priority power purchase system should adhere to safety and reliability, to ensure the safe and stable operation of the power system and reliable supply of electricity as the basic premise, and promote the improvement of power safety and reliability; to adhere to green development, implement the national energy strategy, and vigorously Promote the clean energy consumption, promote the green development of the power industry and optimize the energy structure; adhere to the protection and improvement of people's livelihood, ensure the supply of basic public services for electricity, and ensure the use of electricity for residents, agriculture, important public utilities and public welfare services; In the direction of development, only the necessary priority power generation and priority power purchase plans should be retained, and priority power generation and priority power purchase plans should be actively implemented through market-based methods; it is necessary to adhere to local conditions and fully consider the actual situation of supply and demand situation, power supply structure and user structure, and adopt differences.     Second, strictly define the scope of application, scientifically prepare priority power generation, priority power purchase plan
    (4) The preparation of priority power generation plans shall focus on the work of grid security and people's livelihood security, resource utilization guarantee, and policy incentives.
    In terms of clean energy resource utilization, the planned wind energy and solar power generation will be arranged in full in the unrestricted areas according to the power generation conditions corresponding to the resource conditions; in the restricted consumption areas, in accordance with the full guarantee purchase requirements, The local actual arrangement plan to study and formulate reasonable solutions to ensure that the number of hours of priority power generation plans increases to a reasonable level year by year. Other non-water renewable energy sources, such as biomass energy (including direct combustion, coupling, etc.), are included in the plan, and the plans are arranged in full according to the power generation corresponding to the resource conditions. Hydropower outside the base load capacity, in areas with better drinking conditions, according to the current year's water situation, taking into account resources and other conditions, historical average and comprehensive utilization requirements, arrange the plan; in the restricted areas, for those who have not entered the market The hydropower generation capacity is based on the average power generation of the first three years of the unit, and the plan is arranged according to the proportion of power generation space. Nuclear power outside the base load capacity shall be arranged in accordance with the relevant regulations for safeguarding the safe disposal of nuclear power. The waste heat, residual pressure, residual gas, coalbed methane and other resources are used in combination to generate electricity, and the plan is arranged in full according to the power generation corresponding to the resource conditions.
    In terms of power grid safety and people's livelihood security, all types of generating units are scheduled according to the minimum starting mode of the units determined by the peaking frequency regulation and voltage support of the power grid. Hydropower and nuclear power are scheduled according to the capacity of the base load. The cogeneration unit that has reasonable heating methods, realizes on-line monitoring, meets environmental protection requirements, and meets the nationally specified thermoelectric ratio generates electricity. During the heating period, the plan is arranged according to the principle of “heating electricity”.
    In terms of inter-provincial and inter-regional resource utilization security, the existing large-scale hydropower and nuclear power within the national plan shall be arranged according to the actual level of the previous year or the multi-year average; the network-to-network transmission shall be arranged according to local government agreements; The existing coal-fired power units shall be sent by point-to-net or similar point-to-network transmission lines. In principle, the plans shall be arranged in accordance with the principle of the same type of units in the receiving provinces, and adjusted as needed; Coal-fired units that allocate electricity are scheduled according to historical averages and with reference to supply and demand changes.
    In terms of policy incentives, the plans for units in poverty-stricken areas, peaking units for renewable energy, and ultra-low-emission coal-fired units will be arranged in accordance with the explicit incentive requirements of relevant policies.
    Units constructed in violation of laws and regulations may not arrange priority power generation plans.
    (5) The priority procurement plan should focus on the protection of agricultural electricity, residential electricity, important public utilities, and public service services. The important public utilities and public service services should include party and government organs and schools. Hospitals, public transportation, finance, telecommunications, postal services, water supply, gas supply, etc., which involve basic needs of social life, or departments and units that provide public goods and services. The electricity consumption of the priority purchase users, the service and the electricity consumption during the work period should be fully included in the priority power purchase plan.
    (6) In conjunction with the construction of the electricity market, encourage and allow priority generator sets and priority purchase users to explore the market on a voluntary basis.
 
    Third, effectively improve the policy system and effectively implement priority power generation and priority power purchase plans
    (7) The priority power generation price is formed in accordance with the combination of “guaranteed insured price” and “preserving price limit”. The priority power generation plan that implements “quantity and insured price” is purchased by the grid enterprise according to the government pricing, and the “quantity limit price” is implemented. The priority power generation plan generates electricity through market-based methods. The proportion of the priority power generation plan of the government pricing part should be reduced year by year. When most of the same type of units realize the market-based way to form the price, the government pricing will be cancelled. The priority generator set for determining the on-grid price through bidding and bidding shall be executed at the price formed by the bidding. Market-oriented pricing of priority power generation should actively participate in the local electricity market to determine the transaction price; the part that fails to be traded, the average electricity purchase price formed by the marketization of the same type of unit in the region.
    The priority power generation price for cross-provincial resource utilization guarantees shall be transmitted according to the relevant spirit of the Notice of the National Development and Reform Commission on Improving the Relevant Issues Concerning the Formation of Inter-provincial Inter-regional Energy Price Formation Mechanisms (Development and Reform Price [2015] No. 962) On the premise of implementing the national energy strategy on the premise of implementing the national energy strategy on the basis of voluntary equality, the participants of the power-receiving market shall, in accordance with the principle of “risk sharing and benefit sharing”, determine the price of electricity transmission and delivery through market-based transactions, and encourage the signing of medium- and long-term contracts. If the two parties to the receiving and receiving powers cannot reach an agreement after consultation, they may propose to coordinate with the National Development and Reform Commission and the National Energy Administration.
    The priority purchase plan is to ensure that the grid companies provide power to the priority purchase users in accordance with government pricing.
    (8) Establishing a priority transmission plan indicator transfer mechanism. The coal-fired power generation plan indicators for policy incentives and cross-provincial resource utilization guarantees can be transferred to other units through power generation rights transactions. Priority generation plan indicators are prioritized for transfer to clean energy generator sets and high-efficiency low-emission thermal power units. Indicator transactions can be conducted locally or across provinces.
    The priority power generation plan for clean energy resource utilization protection, such as system safety, resource factors and the unit's own failure, can not complete the plan, and the priority power generation plan indicators are transferred to other units with lower priority in the system. The compensation fee shall be borne by the corresponding unit according to the size of the impact.
    (9) Reasonably formulate an orderly electricity plan and adjust it according to the annual rolling. When there is a power gap or a major emergency, power is guaranteed to the priority purchase users, and other users are responsible for the orderly use of electricity according to the orderly electricity plan.
 
    Fourth, refine the working procedures, standardize the management of priority power generation, priority power purchase plan
    (10) The competent departments of the provinces (autonomous regions and municipalities) shall, in conjunction with relevant departments and electric power enterprises, prepare the next year's priority for the region according to the relevant requirements of the state on priority power generation and preferential power purchase security, combined with the actual production and consumption of electricity in the region. The power generation and priority power purchase plan will be reported to the National Development and Reform Commission by the end of October each year. The State Grid Corporation and China Southern Power Grid Corporation are entrusted by the National Development and Reform Commission to solicit opinions from all parties in the province across the province, and propose the plan for the inter-provincial cross-region priority power generation plan for the next year of the operation area, and report to the national development reform before the end of October each year. Commission.
    (11) The National Development and Reform Commission organizes opinions on priority power generation and priority power purchase plans, and coordinates the inter-provincial and cross-regional priority power generation plans that cannot be agreed upon by the sending and receiving parties according to the needs of the work, and will improve the priority power generation. The priority power purchase plan is included in the annual basic industry, emerging industries and some key areas development plans, and the provincial (district, city) government authorities and related power companies are issued.
    (12) Priority power generation and priority power purchase plans may be adjusted according to actual conditions during the implementation process. The adjustment process is consistent with the preparation process, and the program can be simplified appropriately to shorten the time and improve efficiency.
 
    V. Clarify safeguard measures and strengthen post-event supervision
    (13) The National Development and Reform Commission will strengthen supervision over the implementation of national priority power generation and priority power purchase plans, and guide the competent departments of the provinces (autonomous regions, municipalities) to do a good job in the production of priority power generation, priority power purchase plans, and organization and implementation.
    (14) The competent departments of the provinces (autonomous regions and municipalities) shall implement the provincial priority power generation plan and the inter-provincial cross-region priority power generation plan to the power plants, establish a catalogue of priority purchase users, and make dynamic adjustments according to the needs of the guarantee.
    (15) Power grid enterprises shall implement priority power generation and priority power purchase plans through priority dispatching by power dispatching agencies; they shall sign priority power generation purchase and sale contracts with priority power generation enterprises according to priority power generation and priority power purchase plans, and priority power purchase users. Signing a preferential power purchase and supply contract, the contract nature can be a CFD or a physical contract, and actively promote the market-oriented part of the priority power generation plan transaction and the priority power generation contract transfer transaction. The power trading institution shall do a good job in the market-oriented part of the priority power generation plan and the related organizations and services related to the priority power generation index transaction. The market-oriented contract related to the priority power generation plan shall be prioritized over other market-oriented contracts.
    (16) Priority generator sets, priority power purchase users, priority power generation, priority power purchase planning and adjustment, should be publicized to the public through the relevant government department portal, the website of the power trading institution, the “Credit China” website, etc. Supervision.
