At present, with the sustained and rapid development of the national economy and the acceleration of the urbanization process, China's automobile industry has developed rapidly. It is expected that the demand for automobiles will continue to grow for a long period of time in the future, and the resulting energy shortage and environment will bring The problem of pollution has become more prominent. In 2016, the apparent consumption of China's oil reached 556 million tons, up 2.8% year-on-year, and the foreign dependence reached a record high of 64.1%.
The Ministry of Industry and Information Technology said that accelerating the cultivation and development of energy-saving vehicles and new energy vehicles, controlling and continuously reducing vehicle fuel consumption is an important means to effectively alleviate energy and environmental pressures, an urgent task to promote the sustainable development of the automobile industry, and accelerate the transformation and upgrading of the automobile industry. Strategic initiatives to foster new economic growth points and international competitive advantages.
From the national level, the formulation of fuel consumption regulations for 2025 is an important measure for the country to implement industrial policies, and is an important strategic measure to continuously promote the sustainable development of the automotive industry and enhance its international competitiveness. Article 45 of the "Energy Conservation Law of the People's Republic of China" revised in July 2016 clearly stipulates that "the state encourages the development, production and use of energy-saving and environmentally-friendly vehicles, motorcycles, railway locomotives, ships and other means of transportation..." . Relevant documents issued by the State Council and the Medium and Long-Term Development Plan for the Automotive Industry jointly issued by the Ministry of Industry and Information Technology, the National Development and Reform Commission and the Ministry of Science and Technology have also set clear requirements for the development goals of China's automobile energy conservation and new energy after 2020: By 2020, the average fuel consumption of new vehicles will drop to 5.0 liters/100 kilometers, and the fuel consumption of energy-saving vehicles will drop to 4.5 liters/100 kilometers. By 2025, the average fuel consumption of new vehicles will drop to 4.0. l / 100 kilometers. The level of green development has increased significantly. The preparation of this standard is an important measure to implement the industrial policies such as the Energy Conservation Law of the People's Republic of China and the Medium- and Long-Term Development Plan of the Automobile Industry. It aims to continuously promote the energy conservation and consumption reduction of traditional fuel vehicles, while serving and promoting new energy vehicles. Through the analysis of relevant influencing factors, the following main principles and issues are determined, including: Before 2025, light gasoline and diesel vehicles will adopt WLTC for the time being, and coordinate with emission standards. To reduce the burden on enterprises; to achieve the goal of the average fuel consumption of passenger cars of 4.0L/100km in 2025, and to convert the overall target according to the new and old test methods; the five-stage target value and limit will be re-determined based on WLTP. And in 2021, the transition from NEDC to WLTC was completed in one go.
