Recently, the National Energy Administration issued the “Letter for Solicitation of Opinions (Consultation Draft) on 2020 Photovoltaic Power Project Construction Related Matters” to solicit extensive opinions on photovoltaic project management policies in 2020. The overall tone and operating method of the photovoltaic policy in 2020 is basically the same as that of the policy in 2019. It can be seen that except for subsidies, there will be no major changes.
Parity projects, 2020 parity projects can be implemented by provincial energy authorities on the basis of conditions such as network connection and consumption
Bidding projects, the overall idea of bidding project work, project management, and competition allocation methods are still implemented according to the 2019 work plan. Distributed photovoltaics and centralized photovoltaics bid together.
Household photovoltaics. Household photovoltaics continue to be managed separately. Project size calculation methods are determined. Household photovoltaic projects still have a one-month buffer period.
The consultation draft does not specify the total subsidy amount for 2020, which needs to be clarified by the Ministry of Finance.
Guiding electricity prices, distributed projects, and electricity subsidies for household projects are unclear, and need to be clarified by the Price Division of the Development and Reform Commission.
