The meeting emphasized that it is necessary to guide the orderly development of the new energy automobile industry, promote the establishment of a national unified market, and improve industrial concentration and market competitiveness. The "Plan" clearly states that it is necessary to give full play to the decisive role of the market in the allocation of resources, strengthen the dominant position of enterprises in the selection of technical routes, and better play the role of the government in the formulation of standards and regulations and quality and safety supervision.

The proportion of public services used is not less than 80%

The "Plan" clearly requires increased policy support for the use of new energy vehicles in the public service sector. Starting from 2021, the national ecological civilization pilot zone and the key areas for air pollution prevention and control will add or update public vehicles, taxis, logistics and distribution, and the proportion of new energy vehicles will not be less than 80%.

It is worth noting that compared with the "New Energy Automobile Industry Development Plan (2021-2035)" (Exposure Draft) (hereinafter referred to as the "Consultation Draft") released in December last year, this target has been reduced by 20%. In this regard, Cui Dongshu, secretary general of the National Passenger Vehicle Federation, said frankly that there is still a big gap in the technical level of new energy vehicles in the public sector in my country compared with fuel vehicles. If new energy vehicles are fully used at this stage, it will give the entire application scenario The stability of the product has a negative impact. "In the case that the product technology has not reached the application level, 100% is a more extreme goal, while 80% is more reasonable."
