Article 2 [Scope of Application] These Measures are applicable to the areas of industrial and commercial registration, tax collection and management relations, and statistical relations within the Huangpu District, Guangzhou Development Zone, and their entrusted management and subordinate parks (hereinafter referred to as this district), and meet the following requirements: Conditional enterprise or institution:
(1) An independent legal person or unincorporated organization with a sound financial system and independent accounting;

Article 3 [Investment and settlement support] For the major projects of newly established hydrogen energy enterprises or R&D institutions, the completion and commissioning or platform operations are completed according to the project investment agreement, filing and land transfer contract, and the fixed asset investment is 50 million yuan or more. 10% of the total investment in fixed assets will be rewarded. Article 10 [Supplementary Provisions] For key projects with strong driving force and great contribution to local economic development, with the consent of the district government and management committee, additional key support will be given.
The special funds involved in these measures are used to support projects that meet the requirements of these measures. If the same project and the same matter meet the provisions of these Measures and also meet other support policies and regulations of the district (including the policies and regulations of higher-level departments requesting the district to support or bear funds), they will be supported in accordance with the principle of non-repetition, unless otherwise specified. .
